Rental of decorated parade floats for festivities in El Ejido

Summary

The Municipality of El Ejido is procuring the rental of decorated parade floats for the 2027 and 2028 Christmas parades, the San Marcos and San Isidro festivities, and events in the municipality’s local districts. The contract is divided into two lots, and bidders may submit an offer for either or both lots. Lot 1 covers the Three Kings parade: 7 children’s and Christmas-themed floats and 3 royal-throne floats are planned for El Ejido, plus one 8-metre throne float for each of the Christmas parades in Balerma, San Agustín and Santa María del Águila. Children’s floats must be 6–8 m long and approximately 2.5–3 m wide; royal-throne floats must be 8–10 m long. Floats must have suitable lighting and decoration matching their themes. Children’s floats must accommodate 10–15 people, and throne floats 6–10 people. At least one float must include a platform for a solo musical performer and sound equipment. Lot 2 covers the San Isidro Flower Battle, the San Marcos festivities and events in local districts. For San Isidro, the technical specification describes nine floats: seven children’s floats and two throne floats; another section of the documents gives a total of eight, so bidders should verify the exact number in the official tender documents. Additional throne, children’s and other floats are specified for various districts, including Las Norias, San Agustín, Matagorda, Guardias Viejas, Balerma and Santa María del Águila. Floats for this lot are generally 6–8 m long, 2.3–3 m wide and 4–4.5 m high, and must follow children’s, traditional or local cultural-heritage themes. The technical specification requires capacity for up to 15 people. For both lots, the contractor must provide towing vehicles and drivers, sufficient maintenance and access-control staff, and at least one replacement vehicle. Lot 1 additionally requires generators for float lighting, sound equipment and one sound technician per float. Bidders must submit a technical project with designs or photographs, detailing float dimensions, themes, decoration, lighting and sound, and must demonstrate the use of fire-resistant materials and describe fire-prevention measures. Floats must be transported to events on time, installed and maintained in working order. Lot 1 floats must be delivered by 2 January each year and brought to the parade starting point on 5 January at least three hours before the event begins. The total contract budget is €192,000 excluding VAT and €232,320 including 21% VAT. The budget for Lot 1 is €117,000 excluding VAT; the budget for Lot 2 is €75,000 excluding VAT. The contract cannot be extended: Lot 1 runs until 15 January 2028 and Lot 2 until 15 September 2028. Price is a significant evaluation component; designs and their quality are also assessed, along with lot-specific enhancements. To participate, bidders must demonstrate the required turnover and comparable supply experience and submit the required declarations and technical offer. The successful contractor must hold third-party liability insurance covering at least €600,000.
