Supply of an offset flail mulcher

Summary

Monfero Municipality is purchasing one new S7 AVS offset flail mulcher with a 200 cm working width and a double homokinetic drive shaft. The machine will be used to clear municipal road verges and ditches, cut vegetation and plant waste, and reduce biomass to help prevent forest fires. Key specifications include a maximum overall width of 249 cm, maximum weight of 1,120 kg, four belts, two rows of interchangeable blades, 21 hammers, a high-strength S420 steel frame with replaceable wear plates, FLEX-SAFE spring shock protection, 146 cm of hydraulic right-hand lateral movement, a 540 rpm freewheel gearbox, hydraulic angling from +90° to −60°, and a rear ISO Category II three-point hitch. The machine must be new and supplied with all components needed for immediate use. The estimated total contract value is €20,509.50 including VAT (€16,950 excluding VAT). Delivery is due within 60 calendar days and no later than 14 November 2026, to the Monfero municipal services facility. The minimum warranty is one year, with an extension allowed in the bid; an extended warranty can earn up to 10 points. Price is worth up to 70 points, a shorter delivery period up to 15 points, and the distance to an authorised service and repair workshop—or the offer of a free mobile workshop—up to 5 points. The procurement is partly funded by the European Union. Bids must be submitted electronically within 15 calendar days from the day after the contract notice is published and must include the required responsible declaration, price offer, information for automatically assessed criteria and technical evidence for the machine.
