Scaffold erection, dismantling and rental services

Summary

The procurement covers the assembly, dismantling and rental of scaffolding at Equipos Nucleares, S.A. (ENSA) production sites in Maliaño and Vargas, in Cantabria; services may occasionally also be required at other locations in Cantabria. On working days, the contractor must attend the plant at least from 8:00 to 12:00 and, at ENSA’s request, continue until the work is completed. Weekend and public-holiday attendance may also be required. The contract runs for two years from 1 January 2027, with an optional one-year extension at the contracting authority’s express discretion. The estimated value is €540,000 and the budget ceiling is €360,000 excluding VAT (€435,600 including VAT). Bids are evaluated on price: the lowest total-price bid receives 100 points. Bids must be submitted electronically by 13:00 on 20 October 2026. Among other requirements, the bidder must be certified to erect scaffolding, guarantee a response time of no more than two hours and have an operational base within 30 km of ENSA’s Maliaño site. It must evidence an average workforce of at least 30 employees in each of the two preceding financial years and relevant services performed during the last three years. The bidder must also meet the insurance and turnover requirements. Service delivery requires at least two workers, compliant scaffolding and safety equipment, transport, and erection plans for special scaffolds.
