Preparation and home delivery of meals in Siero

Summary

The procurement covers an end-to-end home-meal service throughout the municipality of Siero: sourcing food, planning and preparing menus, individually packaging and labelling meals, maintaining the cold chain, and delivering meals to service users’ homes every day. The service is intended for older people and other adults who cannot independently obtain or prepare suitable daily meals. Where needed, the contractor must provide menus adapted to medical or other justified needs, instruct users on safe storage and reheating, collect previously delivered uneaten food, and monitor appropriate use of the meals. Each menu must provide 760–850 kcal and include a first course, a second course, a side dish, dessert and bread. The weekly first-course schedule must include vegetables on three days, pulses on two days, and pasta, rice or potatoes on two days. The second course must include meat on 2–3 days, fish on 2–3 days and eggs on 1–2 days each week. Fresh seasonal fruit must be served at least five days a week. At least spring–summer and autumn–winter menus are required, with a minimum four-week rotation. Ingredients must come from duly authorised suppliers; meals must be individually packed and labelled with ingredients, allergens, expiry date, storage instructions and directions for use. Food-preparation premises must be properly authorised, and a vehicle suitable for keeping food safe during transport must be used. Half-portions must be available at half the daily menu price, and special menus must be provided at the same price as the standard menu when justified. The estimated volume is approximately 8,301 meals per year. The annual spending cap is EUR 65,000 including VAT; the maximum unit price is EUR 7.12 excluding VAT, or EUR 7.83 including VAT. The contract runs for one year and may be extended for three further one-year periods, for a maximum total of four years. Offers are assessed on the service-management project (up to 48 points), the number of microwave ovens offered for loan (up to 8 points, one point per oven) and price (up to 44 points). The technical project may not exceed 10 pages and must address service start-up, menus, delivery, coordination, monitoring, incident management, and hygiene and food-safety controls. Service for a newly admitted user must start within five calendar days of notification; meals are provided every day of the year, with weekend and public-holiday meals delivered the preceding day. Bids must be submitted electronically. No provisional guarantee is required, but the successful bidder must provide a final guarantee equal to 5% of the contract amount excluding VAT.
