Painting works at the Ricard Fortuny Centre
Summary
The tender is for interior painting at the Ricard Fortuny Centre of the Consorci Sociosanitari de Vilafranca del Penedès over four years. Approximately 10,440 m² of walls and ceilings are to be painted: in 2026, Units 8 and 5 and the palliative-care area; in 2027, Units 7 and 6 and physiotherapy; in 2028, Units 4 and 3, the management area and reception; and in 2029, Units 2 and 1, administration and the day centre. The work includes surface preparation and minor repairs, protecting surfaces and equipment, priming and painting, cleaning, waste handling and returning furniture to its place. Work must be phased so that unaffected parts of the centre can remain operational; the minimum pace is one complete floor per week, and room painting must be scheduled around the temporary relocation of patients. Paint must be water-based, low in volatile organic compounds, smooth and easy to clean, and achieve at least wet-scrub resistance Class 1 under standard UNE-EN 13300. It must resist frequent washing, routine cleaning and hospital disinfectants, microorganisms and condensation. Predominantly eco-labelled paint must be used, generally with one sealing coat and two finishing coats; the centre’s management will specify the colour before work begins. After each annual work phase, the contractor must provide evidence of the paint’s eco-label. The bid must include a work plan and describe waste handling, the schedule, staffing, equipment, protection measures and work-area segregation. The price must be quoted per square metre and must not exceed €7.50 excluding VAT; the four-year budget is €78,300 excluding VAT. Invoices are submitted after each annual phase is completed. Painting works carry a minimum two-year warranty. Bidders must meet the financial and technical capacity requirements. Offers are assessed on price (51 points), work plan (32), waste management (9) and staff experience (8).
