Design, manufacture and installation of a 2.5 m telescope and dome building at Montsec Observatory
Summary
The procurement covers the design, manufacture, supply and installation of a telescope with a 2.5 m aperture and its supporting dome building at Montsec Observatory. The scope also includes transport, initial setup, engineering advice needed for the civil-works design, factory and on-site acceptance tests, documentation and specified spare parts. The telescope must use a Ritchey–Chrétien design, and the dome and building must meet detailed requirements for dimensions, materials, control systems, load capacity and weather resistance. Delivery is divided into four successive stages and must be completed by 31 December 2028; installation depends on completion of the civil works arranged by the contracting authority. The estimated and maximum net value is EUR 8,340,000 (EUR 10,091,400 including 21% VAT). Tenders must be submitted electronically by 14:00 on 3 November 2026. Evaluation awards up to 30 points for a project-specific technical memorandum, 60 for price and 10 for extending the warranty for the complete equipment; the memorandum must score at least 15 out of 30. The standard warranty is 12 months, and the successful bidder must provide a final guarantee equal to 5% of the offered price excluding VAT. Qualification requires annual turnover of at least EUR 8.34 million and at least one qualifying telescope and dome-building contract completed within the previous three years. The contract is not divided into lots, and variants are not permitted.
