Cleaning service for SEPE premises in Málaga
Summary
The contract covers comprehensive cleaning of the offices and warehouses of the State Public Employment Service in Málaga city. The contractor will organise and deliver the service, provide staff and cover for absences, and supply cleaning equipment, machinery, detergents and disinfectants, hand soap and refuse bags. Toilet paper, hand-drying paper, sanitary bins, bacteriostatic dispensers and pest-control services are excluded. The initial contract term is one year, expected to run from 1 January to 31 December 2027, with a possible one-year extension. The estimated contract value is €363,636.36 excluding VAT; the budget ceiling for the initial term is €220,000 including 21% VAT. The service requires 191 hours per week: 171 hours of ordinary cleaning and 20 specialist hours. Depending on the timing of the planned move, cleaning will be delivered at the relevant locations before or after relocation; during any phased transition, the contracted hours and frequencies must be maintained. Staff must be taken over where required by employment law or the collective agreement. Routine work includes cleaning floors, furniture, toilets, stairs, circulation areas and frequently touched surfaces. Accessible windows must be cleaned at least monthly, and the offices’ high-level exterior glazing at least twice in full each year. Curtains and sheers are cleaned annually, blinds quarterly, and the El Viso warehouses receive three safe annual cleanings of roofs, gutters and accessible grilles. Bids are evaluated using formula-based criteria: price carries up to 70 points, while additional service hours, extra glazing cleans, eco-labelled cleaning products and staff training carry up to 30 points in total. Tenderers must demonstrate the required financial and technical capacity, provide quality- and environmental-management evidence, and commit to supplying sufficient staff and equipment. Bids must be submitted electronically with the European Single Procurement Document and a supplementary declaration. The highest-ranked tenderer must provide supporting evidence before award, including the required insurance, proof of tax and social-security compliance and, where applicable, evidence of compliance with the disability-employment quota and equality-plan requirements.
