Solar panel installation works on municipal building roofs

Summary

The contract covers the supply and installation, including commissioning, of solar panels on the roofs of four municipal buildings in Alcalá la Real: the bus station, fire station, municipal warehouse and business incubator. The aim is to generate solar electricity for collective self-consumption and reduce the buildings’ electricity costs. The tender is divided into two lots: Lot 1 covers the bus station and fire station; Lot 2 covers the municipal warehouse and business incubator. Bids may be submitted for both lots, but normally only one lot may be awarded to a bidder; an exception is possible where only one bidder is eligible for a particular lot. The works must be completed within 10 weeks. The estimated value is EUR 331,695.73 excluding VAT, and the total tender budget is EUR 401,351.83 including VAT. The budget including VAT is EUR 198,963.19 for Lot 1 and EUR 202,388.64 for Lot 2. Bids are evaluated on price, an extended warranty, management-system certificates and the provision of an LED information display for the buildings. To participate, bidders must demonstrate the required turnover and experience with similar works completed during the previous five years, and submit the prescribed declarations and evidence. Performance is subject to environmental and EU-funding conditions, including preparing a waste-management plan, achieving a rate of at least 70% for preparing eligible construction and demolition waste for reuse, recycling or recovery, and providing evidence of proper waste management.
