Renewal of public lighting in the parish of Loxo – POS+ Additional 2/026 (Phase 1)

Summary

The tender concerns the renewal of the municipal public outdoor lighting in the parish of Loxo, Touro. The works include replacing the existing 70 W sodium lamps with energy-efficient 40 W LED luminaires, renewing the control, protection and metering panels and the sealed junction boxes serving the light points, retaining the existing concrete supports and network route, and properly managing the waste. The technical needs report additionally specifies one metal lighting arm and replacement of 40 m of RZ 2×6 mm² cable; the road authority permit instead refers to 9 arms and 360 m of cable, so the quantities should be checked against the project documents. The works affect both sides of the AC-240 road between kilometre points 14+000 and 16+500. The contract works period is 4 months. The estimated value is €101,735.91 excluding VAT (€123,100.45 including 21% VAT). Bids must be submitted electronically and digitally signed within 20 days of publication of the contract notice. By the bid deadline, tenderers must be registered in Spain’s official register of tenderers or, where applicable, the corresponding Galician register. Contractor classification is not required, but economic and technical capacity must be demonstrated. Bids must include a work programme, an environmental action programme, a quality-control plan, and an occupational health and safety plan. These technical submissions are assessed in the first stage; tenderers must obtain at least 50% of the points available in that stage to proceed. Price is worth up to 75 points, while the technical criteria are worth up to 25 points in total. The successful tenderer must provide a final guarantee of 5% of the final contract price excluding VAT. During contract performance, the contractor must fulfil at least one social condition: employ an eligible person with at least 50% dedication, provide at least 8 hours of technical training, or introduce a work-life balance programme. The road-related works also require a €200 guarantee and compliance with traffic-safety and road-authority permit conditions.
