Construction of the New Rumblar Drinking-Water Treatment Plant (Jaén)

Summary

The procurement covers construction of the new Rumblar drinking-water treatment plant in Jaén province to improve the region’s water supply. The contractor will prepare quality, environmental, and occupational health and safety plans, build and install the facilities and equipment specified in the project, carry out operational tests, and commission the plant before handover. The contract has three stages: preparation of the plans (up to 1 month), construction (22 months), and commissioning (3 months), for a total maximum duration of 26 months. The estimated value is €30,728,972.25 excluding VAT, and bids must not exceed it. The procurement is not divided into lots and variants are not allowed. Bidders must demonstrate the required works classification or equivalent capacity, quality and environmental management measures, and nominate a works manager and commissioning specialist with the specified experience. The technical bid must score at least 23 out of 45 points for its price offer to be evaluated. Price is worth up to 45 points and an extended warranty up to 10 points; the standard warranty is 2 years and may be offered for up to 4 years. Bids must be submitted electronically in Spanish by 6 November 2026 at 13:00. No provisional tender guarantee is required; the successful bidder must provide a 5% definitive guarantee and the required insurance cover. The contract is co-financed by the European Regional Development Fund.
