Imaging diagnostics and specialist consultations for the Sports Medicine Centre

Summary

This procurement covers a two-lot imaging and specialist consultation service for the Sports Medicine Centre in Madrid. Lot 1 includes complete cardiac MRI examinations, including assessment of both ventricles, myocardial fibrosis and oedema, T1, T2 and T2* mapping, myocardial strain and flow sequences, as well as coronary and aortic CT angiography. Lot 2 includes MRI, arthro-MRI and CT examinations, together with orthopaedics and trauma consultations for athletes. The total budget is €30,390, exempt from VAT: €12,050 for Lot 1 and €18,340 for Lot 2. The contract uses unit prices and payment is for services actually delivered. It runs for one year from the day after signature and may be extended once for a further year. Bidders must demonstrate financial and technical capacity, hold a valid operating authorisation for the medical centre, and provide the required specialist team and equipment. Lot 1 requires an MIR-trained cardiologist with advanced cardiac-imaging training and a 1.5- or 3-tesla MRI scanner. Lot 2 requires at least three specialists trained in traumatology, orthopaedics or sports medicine with sports-traumatology training, at least two radiodiagnosis specialists, at least one 128-slice CT scanner with 3D reconstruction, and three MRI systems—one at 3 tesla and two at 1.5 tesla. Both lots require remote access to images, service throughout the week and an appointment within 48 hours of a request, except in cases of force majeure. The award criteria are price (49 points), execution time (5 points) and staff experience (46 points). A report for a non-urgent examination delivered in less than 36 hours, excluding public holidays, earns 5 points; more than 36 hours earns no points. Bidders must also account for data protection and server-location information, provide at least five hours of training, and, if awarded a lot, lodge a definitive guarantee of 5% of that lot’s tender budget.
