Design and construction works to place the Valle-Inclán Avenue intersection underground in Málaga

Summary

The contract covers preparation of the construction design for placing the Valle-Inclán Avenue intersection underground in Málaga and carrying out the works set out in that design. The work area includes the junction with Camino de Suárez and Martínez de la Rosa Street, as well as connections to the Carlinda, La Corta and San Alberto neighbourhoods. It also includes redevelopment of the surface above the underground section to improve traffic operations and pedestrian movement. The design must preserve current traffic movements and connections and take account of access to the planned Salyt shopping centre, existing utilities—including at least three major drinking-water mains—the city’s cycle-route plan, and the need to minimise disruption to nearby residents and businesses. The estimated scope is approximately 650 m of main road and 735 m of branches; the tunnel section is estimated at 150 m. Valle-Inclán Avenue must not be closed during construction, and at least two traffic lanes in each direction must remain open. The total contract period is 31 months: 9 months for design, including 8 months to prepare it and 1 month for professional endorsement after submission, followed by 22 months for construction. A further estimated 4–6 months between the two phases is allowed for project approval. The combined estimated budget for design and construction is EUR 26,799,780.55 including 21% VAT; the design component is EUR 1,449,979.30 and the construction component EUR 25,349,801.25. The estimated contract value excluding VAT is EUR 26,338,628.76. The contractor will prepare, among other items, topographical, geological and geotechnical surveys, traffic and hydrological analyses, the construction design and a BIM model, environmental, safety, waste-management and quality plans, and solutions for relocating utilities. The contractor will obtain the required approvals and permits, build the works, maintain traffic during construction, and hand over as-built drawings, the updated BIM model, and quality and test records. Bids must be submitted electronically. Bidders must confirm their legal eligibility, absence of exclusion grounds, and the required economic and technical capacity. The contractor must hold liability insurance with at least EUR 4,500,000 in coverage.
