The procurement covers a cloud-based human-resources information system for the Palencia Municipal Sports Board, including payroll, time recording, an employee portal, job and staffing-budget management, and HR reporting. The supplier must configure and launch the system, migrate existing employee data, integrate it with other systems including accounting, train users, and provide hosting, maintenance and support. Bidders must demonstrate the required turnover and similar-service experience; the tender documents state conflicting amounts for the minimum technical experience, which should be clarified with the contracting authority. Bids must be submitted electronically in three separate parts and in Spanish. The successful bidder must provide a contract guarantee of 5%.
