Communications line services for INECO remote offices

Summary

INECO is seeking a fully managed fixed-data communications and network service for 36 months, with an option to extend for up to 12 months, for its remote offices, main sites and data centres in Spain and international locations. The service covers MPLS and Internet connections, two 2 Gbps core links in Madrid, connectivity to cloud service providers, routers, switches and Wi-Fi access points, together with their installation, configuration, maintenance and replacement. The contractor will also manage day-to-day operations, monitoring, incident support, reporting, billing and migration to the new service. Initial deployment must be completed within 90 calendar days. The service currently covers 138 locations, including five outside Spain, and any further locations required during the contract. National core MPLS access must use business-grade connections with guaranteed bandwidth, backup connectivity and low latency, subject to local coverage. Network equipment must meet the specified LAN and Wi-Fi requirements, and guest Wi-Fi must use a portal that verifies an INECO email address. Cloud service data and backups must be held in data centres in the EU or European Economic Area. The contract is not divided into lots. The maximum tender budget is €1,389,077.91 excluding VAT (€1,680,784.27 including 21% VAT); bids are based on unit prices, and a bid exceeding the ceiling or any maximum unit price will be rejected. The total score is 100 points: price accounts for 45 points and technical quality criteria for 45; the detailed criteria award up to 10 points in total for employment-centre and environmental-management certificates. To participate, bidders must demonstrate the required financial and technical capacity, compliance with the high-category information-security requirements, and registration as a telecommunications operator in Spain.
