Home help service for Segovia City Council

Summary

Segovia City Council is seeking a provider to organise and deliver home-help services in the municipality and its incorporated districts. The service will provide personal care, household assistance and socio-educational support at home for older people, people with disabilities or dependency needs, minors requiring support, and families with substantial care burdens. Its purpose is to support independence and enable people to remain in their usual home environment. Specialist medical procedures are excluded. The contract covers the service as a single, indivisible lot. Its initial term is two years, with two possible one-year extensions. Service is scheduled to begin in 2027, subject to the availability of budget funds. The maximum budget for the initial two years is €6,252,542.85 excluding VAT (€6,502,644.56 including 4% VAT); the estimated total value including extensions and a possible 20% modification is €14,835,235.17 excluding VAT. Payment is based on hours actually delivered. The maximum hourly rates, excluding VAT, are €23.21 for ordinary hours, €26.53 for Sundays and 24 and 31 December, and €27.83 for public holidays. Bidders must submit one uniform percentage discount applying to every hourly category. Bidders must demonstrate relevant annual turnover of at least €463,601.10 and at least two comparable home-help service contracts performed in the last three years. Regional registration and accreditation are required, as is the medium level of the National Security Framework. The minimum team comprises two full-time coordinators and one full-time coordination assistant, each with a university qualification in social work; the provider must also supply enough home-care assistants and replacements. Existing staff must be taken over where required. Subcontracting the principal service, including staff management and organisation, is not permitted. The bid must include a technical service-delivery plan of no more than 50 pages. Price is worth 40 points and the other quality and organisational criteria 60 points; bids must score at least 20 out of 40 on the qualitative criteria. Additional staff training, free service hours and support equipment are evaluated as offered enhancements. Bids must be submitted electronically. The minimum submission period is 35 calendar days from the day after the contract notice is sent to the EU Publications Office; check the notice for the exact calendar deadline.
