Management and exploitation of the restaurant and cafeteria

Summary

This tender concerns a service concession for the management and joint operation of the cafeteria and restaurant at Ficoba Fairgrounds in Irún. The concession is a service concession, transferring operational risk to the concessionaire. The procurement will be conducted in two phases: Phase 1 to assess applicant suitability and solvency, Phase 2 to select the best offer based on a combination of quality and price criteria defined in Clause 14. The contract duration is 10 years, with possible automatic annual extensions up to 5 additional years, subject to notice at least two months before the end of the current term. The remuneration consists of a fixed annual fee (0–5 years: 24,000 euros; 6–15 years: 30,000 euros, excluding VAT) and a variable monthly fee of at least 3% of the restaurant and cafeteria revenues, which offerors may improve in their bids. The estimated contract value is approximately 10.57 million euros (excluding VAT). The concessionaire must undertake minimum investments (Annex I) within three months of signing, bear all operating costs, taxes (except VAT) and insurance, and comply with health, safety and environmental requirements. The service aims to deliver a sustainable, locally inspired Basque gastronomic offer, capable of adapting to event formats and working closely with Ficoba for opening schedules and event needs. The contract and related documents will be published on the Government of the Basque Country’s procurement platform, with formal publication in the European Union Official Journal. The concession includes facilities management, branding rights, and responsibilities for maintenance, waste management, and staff, among other obligations.
