Insurance mediation and advisory services for the Provincial Council of Lugo and participating public-sector entities

Summary

The contract covers insurance mediation and advisory services for the Provincial Council of Lugo and provincial public-sector entities that join the contract. The work includes risk analysis and insurance programme design, technical advice, monitoring insurance coverage, support in preparing insurance tenders, and handling claims. The contract is not divided into lots and runs for two years, with an option to extend it by a further two years. The Provincial Council pays no fee for the service. The broker is remunerated by insurers through commission calculated on net premiums. The bid must state the commission rate to no more than two decimal places. Bids above 17% will be rejected; a rate below 11% scores zero under this criterion; and failure to submit a commission offer results in rejection of the bid. Offers are scored out of 100 points: up to 40 for the commission rate; 15 for additional team qualifications and location; 15 for an additional engineer; 10 for free property valuation services; 10 for insurance and risk-management training experience and trainer qualifications; and 10 for training offered to the Provincial Council of Lugo’s staff. Bidders must meet the financial and technical capacity requirements, hold valid insurance-intermediary registration, and commit to providing the team and resources required by the tender documents.
