The contract provides technical assistance for the elaboration, implementation, monitoring and evaluation of the TXORIERRI Plan for Employment and Local Development (PEDL) for 2026-2030. The contractor will diagnose the socioeconomic and employment context, define SMART objectives, develop strategies and action plans, and plan resources and funding; it will establish monitoring and evaluation systems, ensure stakeholder involvement, and align with the Basque Employment Strategy 2030 and related regional and local plans.
