Equipment, commissioning and comprehensive operation of the Valverde del Fresno residential care home

Summary

This is a restricted procedure for a 15-year service concession to equip, launch and comprehensively operate the 34-place Valverde del Fresno residential care home in Cáceres. The concession may be expressly extended by up to five additional years. The operator must provide 24-hour residential care, accommodation, meals, hygiene and nursing support, cleaning and laundry, physiotherapy and occupational therapy, leisure activities, family support, records and administration, maintenance, and all legally required care services. The concessionaire must purchase and install the required furniture and equipment, valued at EUR 200,000 including VAT, within 12 weeks of signing the contract. The equipment becomes the municipality's property and must be maintained or replaced throughout the concession. The operator bears the operational risk, utility and maintenance costs, and pays an annual concession fee of at least EUR 10,000. The estimated contract value is EUR 9,691,760 excluding VAT and the contract price including VAT is EUR 7,559,572.80. Applicants are preselected on the basis of financial and technical capacity. The best financial year among the last three available must show turnover of at least EUR 9,691,760, or the bidder must provide an accepted alternative financial guarantee. The bidder must also demonstrate relevant services or works performed during the last five years. The required staffing includes a director, nursing staff, an occupational therapist, nursing assistants or gerocultors, cleaning and laundry staff, a cook and support staff in accordance with applicable staffing ratios. Applications and offers must be submitted electronically. The participation request period is 15 calendar days from publication of the contract notice; selected candidates have 15 calendar days from invitation to submit their offers. Evaluation totals 100 points: annual concession fee 50, relevant experience up to 10, equipment-cost improvement up to 10, local employment up to 18, and reducing the 12-week equipment period up to 12 points. No bid guarantee is required, but the successful bidder must provide a EUR 100,000 final guarantee and the specified insurance policies.
