Service to improve student well-being in the schools of Errenteria

Summary

The tender concerns a two-year service starting on 1 September 2026 to improve student well-being in Errenteria schools. The contractor must design and deliver a coherent programme for students, teachers, parents and guardians, covering coeducation, interculturality and mental health, with feminist, human-rights, diversity, intersectional, systemic, critical-awareness, community-cohesion and anti-racist perspectives. The service includes school-based sessions, individual support, coordination with schools and the municipality, and preparation of the annual programme. Maximum volumes include 96 hours for primary grades 1–4, 288 hours for primary grades 5–6, 516 hours for secondary grades 1–4, 126 hours for upper-secondary grades 1–2, 71 hours for basic vocational education and a 120-hour pool for individual support. School coordination may require up to 198 hours per year, annual programme preparation up to 216 hours, and at least six coordination meetings with the municipality. The bid must include proposals for a general school and a vocational school for the period from 1 October to 30 April, explain how both proposals are adapted to Errenteria, and provide a proposal for work with primary grades 1–4. The contractor must provide the necessary personnel, technical resources and infrastructure, appoint a project manager, provide at least two people for direct classroom work and one person for coordination with schools and the municipality. Certificates confirming that assigned staff are not listed in the central register of sexual offenders are required. Work with students and teachers must be conducted in Basque. Communication and materials for parents or guardians and individual support should preferably be in Basque, although bilingual delivery is possible depending on participants. The bid must include an hourly price and the specified measurable offer elements: the number of educational guides, awareness and guidance processes, years of staff experience and training hours for education communities. Payment is based on the hours actually performed at unit prices, and the municipality does not guarantee that all listed hours will be used. The contractor must comply with labour, social security, occupational health and data-protection requirements, sign a data-processing agreement with the municipality and submit the required annual reports and evaluation data.
