Preparation of Torremolinos Digital Urban Mapping

Summary

The Torremolinos municipal authority is procuring services to produce a digital urban map of the town at a scale of 1:1,000. The work includes a new municipal photogrammetric flight and the technical work needed to deliver an updated, accurate cartographic base compatible with municipal tools and databases. This includes topographic ground support, photogrammetric processing, field checking and final delivery. The existing base map dates from 2005. The contract has no lots and has an estimated value of EUR 63,000 excluding VAT, or EUR 76,230 including VAT; it is co-financed 85% by the European Regional Development Fund and 15% by the municipality. The contract runs for 160 days. Milestones are submission of the methodology and flight plan within 10 days, the photogrammetric flight and topographic support within 45 days, photogrammetric restitution within 100 days, and field review and final delivery within 160 days. The tender must include a technical memorandum of no more than 40 pages describing the methodology, work organisation, information management and traceability, and equipment. The technical memorandum carries up to 25 points, the relevant experience of two technical staff members up to 26 points in total, and price up to 49 points. The bidder must be registered in ROLECE or have submitted a complete registration application before the tender deadline. Required capacity includes sufficient annual turnover, a topography engineer (or equivalently qualified specialist), a CAD systems specialist and a work manager, as well as the necessary equipment, civil liability insurance and a final guarantee of 5%. The tender must also include the required declarations, including those related to EU funding, environmental safeguards, conflicts of interest and fraud prevention.
