Professional supervision and health and safety coordination for construction of the new Mercado Norte market and surrounding urban works

Summary

The procurement covers two service lots needed to deliver the construction of Burgos’s new Mercado Norte market building and the coordinated development of its surrounding public realm, including the Plaza de España and Hortelanos Street area. Lot 1 covers professional direction and supervision of the building and urbanisation works, including execution oversight, building services and archaeological monitoring. Lot 2 covers health and safety coordination on the construction site. The estimated service period is 42 months: 30 months during construction, with additional time for the works warranty period and final settlement. Bidders may tender for either or both lots. They may tender for both lots and may be awarded both; variants and combined offers are not accepted. This is an open procedure with electronic submission. Price and quality-related criteria are used. Lot 1 requires a technical submission, a quality plan and an environmental measures programme; a score below 22.5 out of 45 in the qualitative assessment excludes the bid before the automatically scored criteria are assessed. For Lot 2, the evaluation also rewards additional site visits, the coordinator’s further relevant experience and education, and a current occupational health and safety management certificate. Bidders must meet the financial and technical capacity thresholds and provide evidence of professional authorisations and the required team’s experience. The successful bidder must retain the required specialists throughout the contract, provide the required professional liability insurance and comply with applicable labour, social and equality obligations.
