Dynamic Purchasing System for Training, Consultancy and Valuation Services

Summary

The City of Gandia is establishing a five-year dynamic purchasing system for training, consultancy, valuation and technical reporting services. Specific contracts will be competed separately through invitations under the system, which remains open to eligible businesses during its term. The system has nine categories: ICT and digital skills training; personal development and productivity training; entrepreneurship and digital-economy training; digital literacy training; vocational and trade skills training; other cross-cutting or emerging training; consultancy on labour-market trends and training needs; innovation, technology, engineering and IT consultancy for Urbalab Gandia; and valuations and technical reports concerning municipal property or property of interest to the municipality. The estimated total value is EUR 1,100,000 excluding VAT. The category estimates are EUR 200,000 each for Categories 1 and 9 and EUR 100,000 each for Categories 2–8. Applicants in all categories must be registered in the official tenderers register or have submitted an application for registration, and must hold civil liability insurance with cover of at least EUR 100,000. For Category 9, the applicant must be a valuation company authorised by the Bank of Spain, with authorisation valid throughout the contract. No guarantee is generally required, although one may be required for a specific contract. Specific tenders may be assessed on price, staff experience, additional specialist staff and faster report delivery; the precise weightings will be set in the documents for each contract. During performance, publicity and other public-facing materials must use both official languages of the Valencian Community, except teaching materials; electronic documentation should be preferred, printed paper must meet one of the specified sustainable-paper options, and documents must use non-sexist language, with statistics broken down by sex where feasible.
