Category 1: Project preparation, supervision, and architectural, construction, engineering and inspection services below €60,000

Summary

The tender establishes a dynamic purchasing system for the Government of Tenerife Island and its public-sector entities to commission project preparation, design and works supervision, and other architectural, construction, engineering and inspection services. This is Category 1, for specific contracts with an estimated value below €60,000. The system runs initially for one year and may be extended by two three-year periods, up to seven years in total. A business first submits an electronic application to join and proves the required financial and technical capacity. Businesses admitted to the system will later receive invitations to bid for specific contracts. Each invitation sets the precise technical scope, budget, award criteria, deadlines and required specialists. No technical specification is available at the system’s initial stage. Each contract is awarded to the highest-scoring bid; joining the system does not guarantee an award or a minimum number of contracts. For Category 1, the bidder must have annual turnover of at least €30,000 in the best of the last three financial years and experience delivering similar services during the previous five years, worth at least €13,500 in the year of greatest activity. Businesses established less than five years are exempt from the reference requirement, but in Category 1 must have had an average annual workforce of at least one person and at least one manager during the last three years. The invitation sets the qualifications and experience required of the team for each contract; project and/or works director duties may not be subcontracted. Applications and bids must be submitted electronically. The initial application period is at least 30 calendar days, and businesses may apply to join later during the system’s term. The bid period for a specific contract is generally 10–45 calendar days and at least 10 calendar days. Category 1 contractors must hold professional liability insurance of €100,000; a final guarantee of 5% of the contract price excluding tax may also be required for a specific contract. At least one special performance condition must relate to social, environmental or innovation matters.
