Project drafting and construction supervision services – Category 2

Summary

The tender establishes a dynamic purchasing system for the Island Council of Tenerife and associated public-sector bodies to commission technical project drafting, construction supervision, and other architecture, construction, engineering and inspection services. This summary concerns Category 2, for which the estimated value of an individual commission is €60,001–€120,000. The precise scope, technical requirements, deadline, award criteria and budget will be set out in each invitation; no separate technical specification is currently available. To apply for admission to the category, a company must demonstrate its legal capacity and activity, annual turnover of at least €60,000 in its best-performing year of the last three financial years, and experience in similar services during the last five years: the accumulated value in the year with the highest activity must be at least €40,500. Evidence of satisfactory performance and a signed statement showing the value completed in each year must be provided. For each commission, the bidder must propose a team with the qualifications and experience required in the invitation; the minimum experience for the listed professional roles ranges from 3 to 10 years, depending on the role and assignment. Applications and bids must be submitted electronically. Project director and/or works director duties must be performed by the bidder or a joint-venture member, not by a subcontractor. The system initially runs for one year and may be extended by two additional three-year periods, for a maximum total of seven years. Admission to the system does not guarantee an award: bids for each specific commission are evaluated separately. The estimated total value for Category 2 over the system’s full term is €25,771,000; the price and award criteria for each individual contract will be stated in its invitation.
