Dynamic purchasing system for recurring municipal services

Summary

The tender establishes a four-year dynamic purchasing system for Riba-roja de Túria municipality to order recurring services and related supplies of materials for its various departments. It covers ten categories: education and training; health and care; cultural, leisure and sports services; other community, social and personal services; catering; transport; ancillary transport and travel agency services; financial and insurance services; event organisation; and printing and publishing. A company may apply to join one or more categories, and the system remains open to eligible new applicants throughout its term. Applicants are exempt from submitting financial and technical capacity evidence at admission, but their declaration must confirm compliance with the category-specific turnover and experience thresholds in the tender documents. In competitions for specific contracts, price may carry up to 100 points; alternatively, evaluation may award 90 points for price and 10 for delivery-time reduction, or 45 for price and 55 for qualitative criteria measured using mathematical formulas. Contract performance requirements include workplace safety, applicable collective agreements, social and tax responsibility, and reducing and properly managing waste, in support of decent work.
