Framework agreement for occupational medical and safety support – Occupational physician (Lot 1)

Summary

The tender concerns occupational physician services for the employees of the State Office for Measurement and Calibration of North Rhine-Westphalia under a framework agreement (Lot 1). The work includes basic occupational medical care and, according to the authority’s needs, occupational health advice, medical and fitness examinations, vaccinations, follow-up examinations, participation in risk assessments and occupational medical opinions. The basic-care calculation assumes 280 employees at the planned contract start on 1 January 2027. Services will be ordered as needed, and payment will be made only for services actually ordered and properly delivered. On-site services are to be provided at the authority’s nine locations in North Rhine-Westphalia. An examination facility outside those sites must be no more than 100 road kilometres from the relevant location. Services that do not require physical attendance may be provided by telephone or video conference by prior agreement; medical examinations, assessments, vaccinations and workplace inspections are generally to be conducted in person. The contractor must provide verifiable service records with invoices and a consolidated activity report at the end of each six-month period, no later than 14 days afterwards. Reports must not disclose employees’ diagnoses or other personal health data. The bidder must meet the stated occupational-medicine turnover and insurance thresholds, provide at least one qualifying reference and have at least three occupational physicians with the required qualifications available. Physicians must have German at C1 level, and other personnel communicating directly with employees must have German at B2 level. The offer must include the required forms, price schedule and quality concept; exclusion-ground declarations are also required from each consortium member. Service delivery must comply with the tender documents, including medical confidentiality and documentation requirements.
