Framework agreement for fastening products for the water associations’ joint purchasing arrangement

Summary

The tender covers the supply of a broad range of fastening products for the joint purchasing arrangement of WVER, Erftverband, LINEG, Niersverband and StEB Cologne. The four-year framework agreement runs from 1 January 2027 to 31 December 2030. The price schedule includes items such as plugs, screws, bolts, nuts, washers, threaded rods and other fasteners. Quantities for the four years are estimates and there is no guarantee that they will be purchased in full. Bids are evaluated by the lowest total gross price for all lines in the representative basket. Bidders must submit a list of comparable projects from the previous three years, including the type of work, value, period, contracting authority, contact person and telephone number, together with test access to the electronic interface. Participation requires the ability to provide a free online shop connected to the contracting authorities’ SAP system and meeting the tender’s search, pricing, access and purchase-requisition requirements. The awarded supplier must provide free digital catalogues and supply material data free of charge when requested. The bid must include a completed, legible price schedule, net prices in euros per 100 items, fixed discounts by discount group and the applicable VAT rate. It must be submitted electronically by 30 October 2026 at 23:59. Alternative bids are not permitted, and the procurement is not divided into lots. The supplier must appoint qualified internal and external contacts, with deputies, for each water association and ensure that staff handling orders and customer support have adequate German-language skills. Contract documents and communications must be in German. The usual delivery time is three working days. Prices must include delivery, packaging and incidental costs. Price adjustments may be requested in writing once a year from 1 January 2028; 30% of the price is fixed and 70% is linked to the consumer price index. Estimated quantities do not oblige the contracting authorities to purchase them in full.
