Residual waste management for the District of Helmstedt

Summary

The District of Helmstedt is procuring the treatment and disposal of mixed municipal residual waste from 1 January 2029, estimated at 10,000 tonnes per year. The procurement has one lot, and the contracting authority will arrange transport to the treatment facility. The contractor must describe the proposed facility and ensure compliant treatment of the waste, including the further management of treatment fractions and arrangements for facility outages. The contract runs for at least seven years, until 31 December 2035, and may be extended by the authority one year at a time up to 31 December 2038. Bidders must quote a net unit price per tonne. Evaluation takes account of the treatment fee, the authority’s calculation of transport and transshipment costs, and the cost of CO2 emission allowances; allowance costs are reimbursed separately during contract performance. Offering a waste drop-off facility is optional and does not affect bid evaluation. A bidder offering this service must operate a facility in the District of Helmstedt, collect the applicable waste fees and transfer the relevant data to the authority. Bidders must provide the required company, financial, technical and professional capacity information, including turnover for 2023–2025, facility capacity and throughput data, at least one reference for a comparable service, and proof of quality-assurance certification for treating or recovering mixed municipal waste. Bids must be submitted electronically in PDF format in German by 29 October 2026 at 11:00. Alternative bids are not permitted.
