Building design for a joint fire station for Bendestorf and Harmstorf

Summary

The tender is for building and interior design services for a new joint fire station serving the volunteer fire brigades of Bendestorf and Harmstorf. The preliminary accommodation programme provides for approximately 1,513 m² of net floor area, including eight vehicle bays, shared spaces and a separate workshop and storage area for each brigade. The building is also to include rooms for the municipal incident command and a design for temporary autonomous operation in an emergency. The room programme is provisional and must be reviewed with the contracting authority and the fire brigades; alarm routes, outdoor areas and parking must also be addressed. The contract covers building and interior design. Only service phases 1 and 2 will initially be commissioned; later phases may be commissioned separately in writing, but are not guaranteed. The offer must include a fee proposal based on the specified calculation parameters and the required company and team references. Offers will be evaluated on price (55%) and the experience and qualifications of the project team (45%). Variant offers are not permitted. The offer must be submitted electronically by 10:30 on 8 October 2026. The bidder must have average annual net turnover of at least EUR 200,000 in 2023–2025. At least two building-design references are required, each assigned to at least HOAI fee zone III and covering phases 2–8, together with at least one reference for a fire station or comparable emergency and operational facility assigned to at least fee zone II and also covering phases 2–8. The project lead must be able to conduct professional discussions in German, and responsible project staff must have German proficiency of at least C1. The employee responsible for the project must be able to reach the site within 90 minutes when required.
