The procurement covers round-the-clock security services at the Kassel district’s temporary accommodation facility at Albert-Einstein-Straße 6, Fuldabrück-Bergshausen. The service runs from 1 January 2027 to 30 June 2028, with an option for the authority to extend the contract on the same terms until 30 June 2029. Normal coverage is two staff members at all times, or 48 staff-hours per day, including Sundays and public holidays. Staffing must increase to two guards for up to 199 residents, four from 200 residents, and six from 350 residents. Replacement staff or additional backup must be available within one hour when required. Security staff must patrol and inspect the buildings and grounds, monitor access and technical systems, enforce the house rules, prevent and de-escalate conflicts, and respond to fires, alarms, evacuations and other emergencies. Duties also include communicating with residents and helping orient new arrivals, recording incidents and damage in a digital security log, and coordinating with facility management, police, fire services and emergency medical services. The bid must include a detailed, site-specific deployment and project plan covering violence prevention, the mobilisation of reinforcements during crises, and staff preparation and training. Hourly prices must be quoted for a total of 26,304 hours: 13,756 standard-rate hours, 10,588 hours with a night premium, 1,064 Sunday hours from 06:00 to 20:00, 340 and 476 hours with public-holiday premiums, and special rates for 48 hours on 24 and 31 December from 14:00 to 20:00 and 32 hours from 20:00 to 24:00. Invoices are submitted monthly in arrears based on hours worked. The evaluation weights price at 40%, the deployment and project plan at 40%, and DIN 77200 certification at 20%. The lowest-priced bid receives 10 price points; bids at twice the lowest evaluated price or above receive zero. The plan is assessed for detail and scope, and its contents become binding contract performance obligations. Bidders must meet the security licensing, registration, staff qualification and documentation, insurance and other suitability and compliance requirements set out below; subcontracting is prohibited.
