Outdoor-facility planning for the family centre on Julius-Birck Street, Duisburg

Summary

The tender concerns the design of outdoor areas for a new family centre adjoining the Julius-Birck Street kindergarten in Duisburg-Marxloh. The planning area is approximately 1,780 m², comprising a kindergarten play area and shared outdoor and access areas for the family centre and kindergarten. The design must provide age-appropriate play areas, multifunctional spaces for recreation and meeting, accessible paths, 14 car parking spaces, 12 bicycle spaces and storage boxes for prams. The parking area must incorporate electric-vehicle charging and cabling infrastructure. The design is expected to be functional, durable and sustainable, address climate adaptation, support biodiversity and provide for rainwater management. Existing play equipment and a storage container must be assessed for retention, relocation or removal, and the design must take account of the planned relocation of gas and water pipes. The contract covers the basic outdoor-facility planning services for phases 1–9, arranged in four commissioning stages. Stage 1 covers phases 1–4 and must begin within one week of contract award. Later stages are subject to separate call-off by the contracting authority and availability of funding. Phase 9 is optional, and the authority is not obliged to commission it or any later stage. The project is to be completed by 31 December 2029. Additional services may be commissioned separately when needed, including special visualisations, a flood-risk assessment, consultation with user groups and support with funding or sustainability documents. The offer must be in German and submitted electronically through the procurement portal by 29 October 2026 at 10:00. The offer must include the required forms and evidence, a description of team organisation and a project delivery concept of no more than 3 A4 pages. Evaluation weights are: team organisation 20%, project concept and references together 30%, management and control methods 20%, and fee offer 30%.
