Fully automated point-of-care coagulation diagnostics system

Summary

Freie Universität Berlin is procuring one fully automated viscoelastic point-of-care coagulation diagnostics system, including consumables and a maintenance contract. The system must support differentiation of coagulation disorders, assessment of fibrinogen’s contribution, identification of heparin effects, and early detection or differentiation of hyperfibrinolysis. Requirements include, among other features, a touchscreen, real-time diagnostics and connection to laboratory information systems through documented standard interfaces. The system must be delivered, installed and handed over ready for use, with acceptance testing, user training and integration with the existing IT system. The offer must include a 24-month warranty followed by 24 months of full maintenance. The estimated consumables quantity is about 260 tests per year for four years; quality control requires one control material and one cartridge weekly. The offer must meet every mandatory technical requirement, since a negative response may lead to rejection. Bidders must submit the specified product information and evidence, and prices covering the costs of contract performance. Price accounts for 60% of the evaluation and device parameters for 40%; the evaluated features also include automated sample processing, sampling from a closed blood tube and automatic analysis start.
