Summary

This procurement concerns the Straf- und Vermögensschaden-Rechtsschutzversicherung (criminal and property damage legal protection insurance) in 3 lots, issued by Die Autobahn GmbH des Bundes. The price is the only award criterion. Bidders must hold a German insurer operating license under the German Insurance Supervisory Act (VAG) or an equivalent EU license, and must provide required declarations and references for each lot: three references related to similar insurance contracts (criminal and/or property damage protection) from the last three years for Los 1 and Los 2; three references for Los 3; and complete the eligibility declarations (including Eignung I and Eignung IV as applicable). In addition, bidders must declare sanctions dependencies (Russia-related sanctions) and demonstrate financial capacity (via current reinsurance arrangements or a credit rating, or an equivalent indication of financial strength). If subcontracting is used, a data processing agreement must be in place. The bidder may be required to provide a declaration of own or authorized German-speaking claims handling capabilities. Substantial compliance with applicable competition and anti-corruption rules is expected.
