Outdoor Facilities Planning (Service Phases 1–8)

Summary

The tender is for outdoor-facilities planning for service phases 1–8 for the construction of the Borna road maintenance depot and the renewal of the existing storage yard with a salt-storage hall. The work covers the grounds around a new operations building and workshop, heavy-vehicle hall, storage building and small-vehicle hall, as well as access, parking and rainwater drainage. It also includes renewal of the storage yard and salt-storage hall on plot 22/4 and planning a new brine-mixing station. Construction will take place in stages while the road maintenance depot remains operational. The bidder must price the entire required scope, including planning for outdoor facilities cost group 500. Services include weekly construction meetings, professional oversight of works acceptance, advice on construction and cost tracking, responses and technical statements for the funding body, and preparation of construction tenders and evaluation of bids. Where needed, the planner must also support procurement of other engineering services, such as geotechnical investigations and surveying. The project manager must attend the client's scheduled meetings; meetings and site inspections must be documented in minutes. Documents must be delivered as PDFs and editable files, and project data must be managed on a shared project platform. The bidder must have average annual turnover of at least EUR 200,000 excluding VAT. Professional liability insurance is required with cover of at least EUR 3,000,000 for personal injury and EUR 2,500,000 for property and financial loss per insurance year, or a commitment to increase cover to those amounts for the contract period. The bidder must have at least three comparable projects completed within the last 10 years, with service phase 8 completed and net costs in cost groups 300 and 400 exceeding EUR 1,250,000. The team must include at least two architects or engineers, each with at least five years of professional experience after obtaining the relevant qualification. A project manager and a construction manager for phase 8 must be named. Price accounts for 30% of the evaluation and the project team for 70%. Relevant experience of both the project manager and construction manager is scored separately: at least 5 years earns 50 points, at least 7.5 years earns 75 points, and at least 10 years earns 100 points; less than 5 years earns no points. The project manager is assessed on up to three projects completed in the last 10 years involving outdoor facilities for public buildings, each with net cost-group 300 and 400 costs of at least EUR 1,250,000. A public-client project earns 50 points, and keeping the relevant cost groups within budget—no more than a 15% difference between the phase 3 estimate and the final phase 8 cost—earns a further 50 points per project. For the construction manager, two comparable projects completed in the last 10 years with net cost-group 300 and 400 costs of at least EUR 1,250,000 earn 100 points, one earns 50, and none earns zero. The offer must include the completed suitability and project-team declarations, minimum-wage declaration, EU sanctions declaration, offer letter, bill of quantities and fee-price sheet. Where applicable, include documents for a joint bid, subcontractors or reliance on another entity's capacity. The offer and tender documents must be in German.
