Surveying Hamburg’s Public Road Space in 2027
Summary
The contract covers surveying Hamburg’s public road space in 2027 to produce georeferenced 360° panoramic images and LiDAR point clouds for approximately 4,350 km. The area excludes motorways, Neuwerk and the Hamburg Port Authority area. The work must be carried out in April or May 2027; certain road sections must be surveyed the number of times specified in the “Anzahl Befahrung” attribute of the source data. The contractor must use at least two vehicles with identical measurement systems and provide the datasets and metadata, calibration and quality documentation, an implementation plan and a final report. Absolute horizontal and vertical accuracy for the panoramic images and point clouds must be no worse than 10 cm, and relative accuracy no worse than ±5 cm. Images must be captured at 5 m intervals, and LiDAR point density at a 10 m distance must be at least 800 points/m² on a single pass. Faces and vehicle registration plates must be blurred before delivery, with a minimum anonymisation rate of 95% and a target of 100%; requested additional blurring must be completed within two weeks. The data must be delivered on two external hard drives no later than 12 weeks after surveying is completed. Optional work includes a repeat survey in 2029, road orthophotos, surveying approximately 100 km of footways and cycleways, and surveying approximately 152 km of roads in the Hamburg Port Authority area. Bidders must provide comparable references and the required sample data; offers without sample data will not be evaluated. Price accounts for 40% of the evaluation, image quality 30%, point-cloud quality 20%, and the georeferencing and positional-accuracy concept 10%.
