Microsoft Enterprise Agreement 2027-2029
Summary
The City of Bergisch Gladbach is procuring Microsoft licences and usage rights under a Microsoft Enterprise Agreement, together with partner services, for the period from 1 January 2027 to 31 December 2029. The city may extend the contract by 12 months. The licences include, among other products, Microsoft 365 E5 and F3, Defender and Purview add-ons, Power Automate, SQL Server and Windows Server licences, CALs, Planner, Project and Visio licences, Copilot and Teams services. The schedule specifies annual quantities, including 1,200 Microsoft 365 E5 renewal subscriptions, 180 additional E5 subscriptions, 370 F3 subscriptions and 512 Windows Server Datacenter two-core licences. The contractor must provide and administer the licences and support the city with licence and contract management, licence optimisation, migrations, True-Up and True-Down processes, contract changes, compliance checks and audits. Around 20 person-days of deployment support must be planned for Microsoft 365 E5 and Defender functionality. A Microsoft voucher of approximately USD 35,000 is currently envisaged for E5 deployment; its final value will depend on the actual terms. Bidders must take the applicable Microsoft special terms into account when pricing their offers. The bidder must be an authorised Microsoft Enterprise Agreement partner and demonstrate relevant experience, including work for public-sector customers. It must have annual turnover of at least EUR 1 million in a comparable field in each of the last three completed financial years and provide three comparable references for work performed in 2021–2025. At least one German-speaking contact must be available throughout the contract. Offers must be submitted electronically through the Rheinland procurement platform by 09:00 on 2 November 2026.
