Framework agreements for the purchase of various passenger cars for Hamburg public authorities and public-law organisations

Summary

The tender covers the supply of passenger cars to public authorities, state-owned enterprises, universities, and selected public-law institutions and companies in Hamburg. It is divided into three lots: fully battery-electric passenger cars, plug-in hybrids, and passenger cars with other drive systems. Annual demand is approximately 127 vehicles, with an estimated maximum quantity of 640 vehicles over the full contract period. The estimated contract value is EUR 17,707,700 excluding VAT. Bidders may submit offers for one or more lots, up to all three lots, and a bidder may receive awards for no more than three lots. Price is the only award criterion. Offers must be submitted electronically in German by 6 October 2026 at 09:00 and remain binding until 31 December 2026. Variants are not permitted, although multiple main offers are allowed. The offer must include, among other items, the price sheet, company information, access to a vehicle configurator, call-off contact details, and a list of authorised contractual workshops or general distributors in Hamburg or within 50 kilometres.
