White-light interferometer

Summary

Saarland University is procuring a new white-light interferometer for optical, contact-free measurement of 3D profiles on rough and smooth surfaces. The supplier must deliver the system to the Saarbrücken campus, set it up professionally, install and commission it, and provide training lasting at least 3 days of 8 hours each. Delivery is due within 14 weeks of award. The gross offer price, including all ancillary costs, must not exceed EUR 269,000; the system must be new and meet the detailed technical minimum requirements. These include VSI and PSI interferometry, specified measurement accuracy and range, motorised measurement and objective turrets, analysis software with at least 10 offline licences, a suitably equipped computer, a vibration-isolated table and calibration accessories. Of the 100 evaluation points, price accounts for 80 and quality for 20; an objective with at least 115× magnification and NA 0.8 earns 20 quality points. The bidder must submit an offer in German, the completed technical specification schedule and price sheet, its own company offer, manufacturer data sheets, the required declarations and company information. Only one main offer is permitted, and variants are not allowed; joint bids are permitted. If subcontractors are intended, their work and identities must be stated, while the main contractor remains responsible for the entire contract. Participation requires, among other things, declarations concerning professional registration, insolvency, payment of taxes and social-security contributions, membership of the relevant employers’ liability insurance association, Russia-related restrictions, and Saarland’s minimum-wage and fair-pay rules.
