The tender is for a scientifically grounded interdisciplinary expert study to establish the basis for reforming the funding system for childcare centres in North Rhine-Westphalia. Specific educational and experience requirements apply to the project team. The offer must be submitted electronically in German by 12 October 2026 at 12:00. Alternative offers are not permitted. Evaluation weights the execution and staffing concept at 45%, staff qualifications and numbers at 25%, and the net price for the main services at 30%. The execution concept must receive an average score of at least 3.0 points; failure to meet the minimum staff qualifications may lead to rejection.
