Occupational Safety Specialist Services under a Framework Agreement (Lot 2)

Summary

The tender concerns occupational safety specialist services under a framework agreement (Lot 2) for the North Rhine-Westphalia State Office for Measurement and Calibration. The contractor will provide basic occupational safety support and needs-based specialist assistance: advising on workplace safety, helping assess and prevent risks, preparing professional opinions, and planning, supporting and conducting emergency exercises. The basic service is planned on the basis of an estimated 280 employees at the start of the contract on 1 January 2027. Individual services will be ordered under the framework agreement as needed, and payment will be made only for services actually ordered and properly delivered. Where on-site work is needed, it will take place at the authority’s locations in Aachen, Arnsberg, Bielefeld, Düsseldorf, Duisburg, Hagen, Cologne, Münster and Recklinghausen. Suitable advisory and coordination work may be carried out by telephone or video conference by agreement with the authority. The contractor must document its work, submit verifiable service records with invoices, and provide an aggregated activity report for each calendar half-year no later than 14 days after the period ends. Reports must not include employees’ health data. Communications and documents must be in German. To participate, bidders must demonstrate occupational safety services turnover of at least EUR 50,000 in each of 2023, 2024 and 2025, the required insurance cover, at least one qualifying reference, and the availability of at least three appropriately qualified occupational safety specialists. The offer must include the required declarations, price schedule and quality concept.
