Recovery of waste paper and recyclable materials for Münster Waste Management (AWM) – 2 lots
Summary
The procurement covers the collection, transport and recovery of waste paper from households, recycling centres and commercial collections in Münster, including the handling of sorting residues and contaminants. Bids may be submitted for one or both lots. Under Lot 1, paper is collected at the contracting authority’s handover site in Münster; the estimated annual volume is 3,700–10,500 tonnes, with 5,200 tonnes used for evaluation. Under Lot 2, the bidder must provide a handover site within Münster; the annual volume is 6,500–8,500 tonnes, with 6,900 tonnes used for evaluation. The Lot 2 site must be duly authorised and provide weighing facilities, access, storage for at least 50 tonnes and the required opening hours. The contract runs from 1 January 2027 to 31 December 2028. The contracting authority may extend it to 31 December 2029 unless it gives notice of termination by 30 June 2028. For each lot, the award criterion is the bid evaluation result: net recovery revenue minus gross charges. The bid with the best result is awarded the contract. Bids must describe the logistics and recovery or marketing routes and include the required experience, financial and insurance information. Bids must be submitted electronically in German. During performance, the contractor must use compliant vehicles, provide the required security and obtain waste-management specialist certification within six months after work begins.
