Image assessment and processing for electronic health cards

Summary

The tender concerns assessing and processing photographs of TK-insured persons for electronic health cards. The service provider must check the photographs received electronically, process them where necessary to meet the eGK specifications, and return the results to TK with an assessment and, where applicable, a reason for rejection. The estimated volume is 7.08 million images over a maximum period of four years; the current daily volume is 5,000–12,000 images. Bids must be submitted electronically by 16 November 2026 at 12:00. The submission must include the price offer, a service concept addressing the evaluation matrix, a security handbook, and the completed suitability declaration with the required evidence. Price and quality are evaluated using a quality-to-price ratio; the concept can receive up to 345 quality points. Service delivery starts on 1 July 2027.
