Disposal of screenings and screen residues in the BRW Northern Area

Summary

The tender covers the proper handling of approximately 207 tonnes per year of screenings and screen residues (waste code 19 08 01) from 15 wastewater treatment plants in the BRW Northern Area. About 21 tonnes come from four plants where the material is collected in continuous plastic sleeves. The contracting authority arranges transport to the waste facility; the contractor must ensure acceptance and final treatment at an authorised facility. The contractor must accept deliveries Monday to Thursday from 7:00 to 16:00 and Friday from 7:00 to 12:00, keep waiting times to no more than one hour, and allow deliveries at any time. If the waste cannot be accepted, the contractor must arrange temporary storage at its own expense. Final treatment must be evidenced by weigh tickets, and invoicing is permitted only after final treatment. The contract runs from 1 January 2027 to 31 December 2027 and may be extended three times for one year each, up to 31 December 2030. Quantities are estimates. Price is the sole award criterion, weighted at 100%. The evaluated total includes treatment costs, a separately stated CO2 surcharge, and the authority’s internal transport costs. For calculating the CO2 surcharge, bids must use a certificate price of EUR 65 net; the calculated surcharge for this waste type is EUR 26.12 per tonne. The authority calculates internal transport costs based on the distance to the proposed facility. Bidders must provide at least three references for work of comparable scope, a description of the proposed disposal route, and an overview of the facility’s required permits and approvals. A valid specialist waste-management certificate earns additional points. Bids must use the authority’s forms, be submitted in German and electronically, and may not include variants.
