Winter maintenance services in the Martensdorf road maintenance area

Summary

The tender covers the provision of one truck with a driver to carry out winter road maintenance on federal, state and district roads in the Martensdorf road maintenance area. The work consists of snow clearance and gritting when ordered. The contracting authority provides the spreader, snowplough, data-recording equipment and spreading materials; the contractor supplies a compliant vehicle, driver and the necessary mounting equipment and installation. The contract starts on 29 October 2026 and initially runs until 30 April 2029; bids are due by 10:00 on 14 October 2026. During the winter season, the vehicle must be kept operational and available around the clock every day. When called out, the vehicle and driver must be ready on the assigned route within 60 minutes. On-call periods are notified at least 48 hours in advance and may last no more than three calendar days at a time. Bids are evaluated on price (50%) and the winter-service vehicle’s equipment (50%). Variant bids are not permitted. The bidder must submit the required tender documents, including a commercial-register extract and either a completed suitability declaration or the European Single Procurement Document. The vehicle must meet the technical requirements: at least 215 hp, 3 axles and 2 driven axles, a permitted payload of at least 6 tonnes, a permitted front axle load of 10 tonnes and rear axle load of 13 tonnes; rear overhang may not exceed 1.40 m and the wheelbase from the steering axle to the second axle may not exceed 3.80 m. The vehicle must be located no more than one hour from the service area. Drivers must have German language skills at level A2 and the required authorisations and occupational-safety evidence for operating a loader; they must attend the mandatory briefing. Employees must receive applicable sectoral working conditions or, where those do not apply, at least EUR 13.98 gross per hour. Compliant electronic invoices and daily, confirmed records of service trips are required for payment.
