Design of a heat pump system for Wilhelmshaven Prison
Summary
The tender concerns the technical design of the replacement of the existing 400 kW gas boiler, installed in 2008, and renewal of the heating distribution system at the Wilhelmshaven prison. An air-to-water heat pump combined with a booster heat pump is envisaged because the heating system and domestic hot water require a 70°C flow temperature. The commission covers specialist mechanical engineering design of building services: initially preliminary, design and approval planning, followed—if the contracting authority proceeds—by detailed design, assistance with tender preparation and bid evaluation, and construction supervision and documentation. The estimated construction cost ceiling is EUR 1,367,000 including VAT; the estimated amounts are EUR 1,343,000 for cost group 420 and EUR 23,800 for cost group 550. Offers must be submitted electronically by 12:00 on 14 October 2026. The evaluation weights are 20% for the fee, 50% for references and capability, and 30% for the project team. To participate, bidders must submit the required forms and, where requested, provide evidence of relevant turnover for the last three financial years, payment of taxes and social security contributions, professional qualifications and the required professional indemnity insurance.
