Framework Agreement for De-escalation and Prevention Training for the Vorpommern-Rügen County Employment Centre

Summary

The tender covers de-escalation and violence-prevention seminars, including practical safety training, for staff of the Vorpommern-Rügen County Employment Centre. The contractor will design a complete series of modules and a training programme, prepare materials, organise and deliver the seminars, and provide a suitably qualified training team. Topics include verbal and non-verbal de-escalation, stress management and resilience, intercultural awareness, workplace safety, emergency response, psychological first aid and self-protection in the event of physical aggression. The initial contract covers 2027, with options to extend it for 2028 and 2029. At least 6 and up to 8 seminars are planned for 2027; each optional extension year is expected to include at least 3 and up to 5 seminars. Each seminar consists of two foundation-training days followed by a later one-day reinforcement session. Each day comprises 8 teaching units of 45 minutes, and the training must accommodate at least 17 participants. Foundation skills must be taught within the first eight months of 2027, with the reinforcement session scheduled after a suitable interval. The contractor must provide training rooms in Stralsund or, where no suitable rooms are available in the city, no more than 10 km away. The contractor must also supply the rooms, projector, laptop, flipchart and all other equipment required. The bidder must have at least three years’ experience designing and delivering comparable seminars, at least three years’ experience as both a violence-prevention trainer and a martial-arts trainer, and a pedagogical qualification. Qualification evidence, personnel details, references and a comprehensive seminar concept must be submitted. The required experience must be evidenced; failure to provide the evidence makes the bid unsuitable. A qualification in nonviolent communication is desirable but not mandatory. The bid must include the seminar price sheet, cost calculation and required declarations. Price accounts for 40% of the evaluation and service quality for 60%. Bids must be submitted electronically by 10:30 on 26 October 2026.
