Parking and traffic study for Knapper Street in Lüdenscheid

Summary

The procurement concerns an analysis of parking and traffic on Knapper Street in Lüdenscheid, together with parking-management and moving-traffic concepts. The work includes collecting traffic and parking data, classifying vehicles, recording number plates at eight cordon survey points to identify through traffic, and assessing occupancy at approximately 150 on-street spaces and four car parks with about 190 spaces. Surveys must take place on a Thursday from 7:00 to 21:00 and the following Friday from 6:00 to 8:00, in 15-minute intervals. Separate analysis is also required for accessible parking spaces, loading and delivery zones, taxi spaces and the residents’ parking area. The contractor will analyse the collected traffic and parking data and background information supplied by the contracting authority; prepare a parking concept and a moving-traffic concept, each with two options linked to target scenarios and an assessment of their effects; produce a final report; and present the results to a political body. The objectives are to reduce through traffic, calm traffic, improve the quality of the street environment and improve access for all user groups. The baseline survey must be carried out outside the autumn school holidays in North Rhine-Westphalia during calendar week 45, and the analysis and concepts must be completed by February 2027. Prices must be provided separately for each service item; a single overall lump-sum price is not permitted. Personal data, including vehicle registration numbers, must be handled in accordance with data-protection requirements. The contractor must submit a data-processing agreement before applying and describe how data will be collected, pseudonymised and deleted.
