Framework Agreement for Directional Signage

Summary

This is a framework agreement for maintaining directional signage and carrying out related works throughout the City of Cologne in 2027–2028. The work includes traffic management and work-site safety, dismantling, storing, relocating, repairing and cleaning existing signs and posts, and supplying and installing new signs, posts, foundations and temporary signs. Depending on individual orders, work may also include ground and road-surface works, traffic-sign plans, structural checks, documentation and photographs. The actual workload will depend on individual orders, each worth up to EUR 30,000 net. Work must start no later than two weeks after receipt of an individual order. The agreement runs for two years, with two possible one-year extensions. Bidders must submit the required suitability declarations and account for relevant previous experience, sufficient staff and the required liability insurance. Minimum insurance limits are EUR 2,000,000 for personal injury, EUR 1,000,000 for property damage and EUR 500,000 for financial loss. Signs and their support structures must meet the technical specifications in the tender documents; sign manufacturers must be authorized to use the RAL-GZ 628 quality mark. The bid must follow the bill of quantities. Work must be organized safely for traffic and comply with environmental and noise-protection requirements. If required, the contractor must take over emergency work initially secured by the city and begin within 48 hours.
