Planning to stabilise Hofsee’s water level and reduce nutrient inflow into Bergsee

Summary

The procurement covers design services for raising the bed of the connecting ditch between Hofsee and Bergsee and regulating Bergsee’s water level. The aims are to retain water in Hofsee, reduce nutrient inflow into Bergsee, and restore Bergsee’s outlet to its previously water-law-approved level. The services cover HOAI planning phases 2–6 in 2027–2028; construction works themselves are not part of this procurement. For the first measure, the designer must develop four feasible options for raising the ditch bed, each with a cost estimate and map, then plan the selected option, investigations and surveying, address up to two suspected drains, and plan the relocation of 3–5 drains or pipe outlets. The work also includes assessing possible effects on the wastewater treatment plant outfall and sampling chamber at a target level of 63.40 m NHN, planning any necessary modifications, comparing the throttling effect, preparing reports and consultations, and producing permit and construction-planning documents. The second measure is the permanent renewal of Bergsee’s outlet to its former approved level, including permit documents, detailed construction planning, quantities, cost estimates and documents needed to prepare the works procurement. The bid must include a price and a project organisation and work plan describing staff duties, quality control, cover arrangements and a schedule. It must also present the proposed staff’s experience in hydraulic engineering and references for comparable projects. Evaluation weights are price 50%, project organisation and work plan 30%, and experience and references 20%. If shortlisted, the bidder must provide three references for comparable work from the last three years and demonstrate that it has the necessary staff and professional registration. Where no applicable collective-agreement minimum working conditions apply, the bidder must pay at least EUR 14.68 gross per hour.
